ಸಾರಾಂಶ: ತ ರಗತಿಗಳಿಗೆ ಉದ್ಯಮ ಹಾಗೂ ಹೊರಗಿನ ಪ್ರಾಯೋಗಿಕ ಅನುಭವವನ್ನು ತರುವ ಉದ್ದೇಶದಿಂದ University Grants Commission (UGC) ಆರಂಭಿಸಿದ ಈ ತಾತ್ಕಾಲಿಕ ವ್ಯವಸ್ಥೆಯು, ಇಂದು ಭಾರತದ ಉನ್ನತ ಶಿಕ್ಷಣದಲ್ಲಿ ಸದಾಕಾಲಿಕ 'Cheap labour' ಆಗಿ ಪರಿಣಮಿಸಿದೆ. ಸಾರ್ವಜನಿಕ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು ಮತ್ತು ಸರ್ಕಾರಿ ಪದವಿ ಕಾಲೇಜುಗಳಲ್ಲಿ ಅತಿಥಿ ಉಪನ್ಯಾಸಕರು ಪೂರ್ಣ ಪ್ರಮಾಣದ ಬೋಧನಾ ಹೊಣೆಗಾರಿಕೆ, ಪ್ರಾಕ್ಟಿಕಲ್ ತರಗತಿಗಳು, ಉತ್ತರ ಪತ್ರಿಕೆಗಳ ಮೌಲ್ಯಮಾಪನ ಹಾಗೂ ವಿಭಾಗೀಯ ಆಡಳಿತಾತ್ಮಕ ಕೆಲಸಗಳನ್ನು ನಿರ್ವಹಿಸುತ್ತಿದ್ದಾರೆ. ಆದರೂ, ಅವರು ಮೂಲಭೂತ ಶಾಸನಬದ್ಧ ಹಕ್ಕುಗಳು, ಸಂಶೋಧನಾ ಅನುದಾನ (Research Funding), ಹೆರಿಗೆ/ಪಿತೃತ್ವ ರಜೆಗಳು, ವೇತನದ ಅಧಿಕೃತ ದಾಖಲೆಗಳು (Salary Documentation) ಮತ್ತು ಸಾಮಾಜಿಕ ಭದ್ರತೆಯಿಂದ ಸಂಪೂರ್ಣವಾಗಿ ವಂಚಿತರಾಗಿದ್ದಾರೆ.
